I can add some context that the ABC article left out. If you're wondering why the works weren't completed during the school holidays, and are only starting now, it's all to do with the crane needed to lift the massive 70-metre-long steel girders into place. The crane required is the second-largest land-based crane in Australia, and with only two of them in the country, this was the only time one could be booked.
